Collective 1^{+} States in Odd-Odd Spherical Nuclei

Abstract
In the random phase approximation, it is shown that the charge-exchange spin-spin interaction in the particle-particle channel generates a new branch of collective 1^{+} states in odd-odd Z\pm 1, N\pm 1> spherical nucleus. The probability of neutron-proton transfer is enhanced for transition connecting these particle-particle 1^{+} states and ground states of the neighboring even-even nuclei. The rate of allowed Gamow- Teller \beta-decay to these states is significantly suppressed as compared with that to the particle-hole 1^{+} states.
